No system of recovery from court or police

Question

My money recovery case is not moving forward inspite of all proofs provided to court and police. From cases I filed I learnt a lesson that money recovery cases are useless and only a way of earning for advocates and judges.Even after filing of case for past 3 years not a single notice or summon have been given to accused.Only I am asked repeatedly same things and proof for last 3 years.My cases are getting transferred from one court to another and court clerks are demanding money every time for getting hearing dates from the court. This is the position of judicial system in india corrupted and useless.please advise ?
