Every bank has Ombudsman, their name and address can be found in Bank itself or find out in Google. Raise a Complaint before Ombudsman under the provision of Force Majeure, your issue will be Resloved.

Ask this question to the Bank Authorities Under the provisions of Right To Information Act and then compare the Reply with the Instructions issued by RBI. You will get the accurate Reply Which you will be able to utilise and challenge before the proper forum for Redressal of your grienvnce such as Consumer Court or Permanent Lok Adalat or Civil Court as advised.
