It is mandatory to check the foreign policy of both the countries. Need to check the permissibility of nature of business / project which you are proposing to start in India. Further, you need to obtain / comply with respective Country's permission with regard to foreign investments (a qualified & practicing Chartered Accountant) will be able to guide you in this aspect. All said and done, you need to have permits, approvals, licenses of your project from concerned departments & respective countries.

There is no such prohibited for Iranians in India. The nature of business is an important factor which need not to be prohibited by either countries. Also the franchise agreement need to contain all the legal formalities and compliance of legal rules of both the countries. In case of any further consultancy please connect with me.
