Fraud And Cheque Bounce

Few monts ago a mechanic where I service my car suggested to change an electronic part in my car that cost nearly 1 lakh, he sent me pics of the part. He ordered this part from the third party. Later when the car came back and issue still persisted, I got it checked by other mechanic only to find that my old part was cleaned and fitted in the car instead of the new one. Upon questioning the mechanic said that he got duped by third person. Post demanding the money back he gave 3 cheques of 1 lakhs which all got bounced one after another. One of my cousin in lawyer he sent legal notice 3-4 times but all came un delivered. Later my cousin got health issue and case could not be filed in Ulhasnagar court. Hence I am looking for advocate who can file the case along with delay condonation, then in civil and later in consumer too.
