Disparity In Opportunity Of Employment

Railway Division FZR did disparity with me in employment opportunity. Railway had run a welfare scheme named Larsgess Scheme My father applied in this Scheme in July 2015. All formalities was completed by my father and term and condition are fulfilled .my Documents verification process was made by division office Ferozepur and they said you are now waiting for medical exam we will call you when it's schedule. From 2016 to 2021 I am waiting. The Supreme court passed an order in 27/10/2017 they said to terminate the scheme representation submit before 27/10/2017 can be disposed on the merit of the case. Now they said we can't give you an appointment because yur medical not done before 27/10/2017. The mistake of division because the rule of scheme is division made appointment in 6 months is bundation. division not done their work in time why we pay for this please suggest now what to do we are?
