the land is being allotted to your father. your father is still alive. till he is alive, neither you nor your brother have any right in that land. once the plot is allotted to your father, it is his discretion what to do with it. for that he does not need anybody's consent including that of your brother. so the allotted plot can very well be gifted to you by your father by registering a gift deed in your favour. your brother has no say in that till your father is alive.
