How To Stop Fabrication Shop In Residential Apartment

Ours is a residential apartment in Sangli, Maharashtra having a Municipal corporation (Mahanagarpalika), with 6 flats and two shops on the ground floor. The owner of the shop has started a fabrication workshop to manufacture shutters and other related things. This creates a lot of noise while cutting the metallic angles, and rods, This also gives rise to air pollution during the welding of metals. This is disturbing other residents and neighbours. Is it legal to start the fabrication workshop in a shop place (gala) in the residential apartment? How can I stop this activity under which sections? where to the complaint.
