Dear Sir, You have two options. One is to approach High Court by filing a Public Interest Litigation Petition and secondly you can approach the concerned Department or local authority to whom such Government State belongs to and file a representation not to allow third parties to construct any house on such vacant street.
Dear client I am sorry to hear that but this case you can go ahead and send them a legal notice stating that you will take legal action if they does not stop their mischievous activities. once it does not work out then you can obviously go ahead and file an FIR in your nearby police station against them
It's advisable for you to first of all rather than going legally serve them a legal notice and in that notice you can write either stop all these harassment and encroaching the public road or face legal action which will be at your own risk. After that if they fail to give you a satisfactory reply then you can anytime send a complaint regarding your grievances in writing to the police station according to your jurisdiction and register a FIR under public nuisance.
