Neighbour Cctv Pointing Inside Of My House

I am residing in an apartment which is having G+3 floors. There are in total 6 flats. My neighbour has installed a cctv which is facing my house. That's a 360 degree pan and tilt camera. I have discussed this issue in flat meeting and all the flat owners also suggested him to relocate the camera. He agreed in the meeting, but later denied to relocate the camera by posting a text in the WhatsApp group created for flat along with a photo which just shows the rangoli in front of my house. He is stating that the camera is not pointing my house using that one single picture. But it's a 360 degree rotatable camera, so he can still rotate the camera and point it to record the inside of my house. Is this a privacy invasion issue or not? Can I lodge a complaint in police station or what should be my next step.He is denying to show the app, in which I can rotate and check whether my house is visible or not.
