Place Of Birth Correction In Passport

Dear Sir /Madam I am writing this email to you to get details about the Court order for DOB/POB change in the passport. In my children's Passport ,place of birth is different from the actual place of birth and to change this I need a court order for the correction in the passport.So I would like to know that , this court order is required from the actual place of birth (State or District court) or It should be from Dist. court. where I applied for my children's passport.
