Regarding Specific Relief Act 34

Honorable sir, Actually we are Hindu and we are selling our authentic legal property(land) to Muslim with both parties concern and The party cleared all payments to us. But the circle office and the municipality board are not giving the permission to sell our property only for the reason of relegion difference and local conspiracy. We asked you about this matter two days ago and you advised us to file a suit under specific relief act 34. Now our question are Q no 1- Who will file the suit between me and the party(buyer)? Q no 2- How many days will take to dispose? Please sir define it i am waiting for your kind attention?
