Dear Client, It's a petty offence you may file a complaint to the police. The following provisions of law might help you in this case. Section 177 of the Motor Vehicles Act, 1988 empowers it to levy a fine of Rs. 100 for a single offense and Rs. 200 for the repeated parking offense. Sec.283. of IPC says Whoever, by doing any act, or by omitting to take order with any property in his possession or under his charge, causes danger, obstruction or injury to any person in any public way or public line of navigation, shall be punished with fine which may extend to two hundred rupees. Thank you.

Dear Sir, It is very small nuisance. You may either approach Police to register petty case on daily basis whenever he parks or go to local authority like municipality and lodge a complaint or file a private complaint against him for the offence of nuisance.
