complaint in consumer disputes redressal forum is best option. complaint can be filed in district forum or state commission or national commission depending on value of flat..you are entitled to rent, damages on account of delayed possession, unfair trade practice, litigation expenses, interest etc. etc.

BDA is also a organization which is in the field of development.. n simply send a notice through advocate with u claim and if they don't reply to your notice then if u had paid money then claim ur money along with interest n compensation or u can simply file a case in consumer court
