Cheating - Services Advertised Not Provided

I had made booking for two room nights on Goibibo.com. They have charged me more than three times the normal room rates - Rs.7270/- per night and have not provided the services they listed on the website while booking. I had requested for cancellation of the second room night and refund of the amount so that I could make alternate accommodation arrangements. GoIbibo forced me to spend the two nights in unhygenic conditions and offered me Rs.3000 GoPass credit for next booking. I need to know if I can go to Consumer Court / Send legal notice for breach of contract and claim damages.
