    This is a fit case to file an appropriate Writ Petition to refund of heavy penalty due to lockdown condition and due to GOVT notification to this effect. But this case will be much better to file in the High Court instead of filing before Consumer court. Hon'ble High Court having extra ordinary jurisdiction may pass appropriate orders to refund penalties.
