    It's a case of cheating. File a complaint. Definitely case for damages and refund may be filed.

    Dear client I'm sorry for this how ever if you have sign in agreement or you have a form where in you have been selected for the course and it mentions the term and condition then obviously you can move I had to the court of the basis of that particular agreement how ever if the agreement does not have any mention about the refund them sorry but you won't be able to prove your point in the court of law however you can obviously try it out and file a complaint against them and serve a notice to them

    If they are not listening to you then first of all it's advisable for you to serve them a legal notice and in that notice you can write to stop all these harrassment and refund my fees or compensate you for the losses incurred by you. You have to warn them that either refund my compensated amount or face legal action which will be at their own risk. And if you wish to go legal then you can always forward a complaint in writing to the police station of your area. For more legal assistance I am just a call away.
