    The missing link in your question is that you have not mentioned specifically that as to you have accepted Rs.21/- or not.     Hi, If he has repaid the balance due to you, then you will have no legal recourse against him. If he has not repaid you, you can file a complaint with the police for cheating, but they are unlikely to take you very seriously because of the amount due.
