Work Commitment Not Met By Interior Designer

I am from Trivandrum, Kerala. I had consulted an interior designer for modular kitchen and wardrobes, finalized the design and entered into an agreement with him on Jan 2019. As part of the agreement, the initial advance of Rs.1.5 lakhs was paid to him before the commencement of work. As per the agreement, he was supposed to complete the work by March 2019 and the rest of the payment was to be made once the work is completed to my satisfaction. He also gave me a blank cheque as a guarantee. But nothing went well. I waited till mid of April, but no work was started. Upon repeated follow-ups, he kept on postponing the dates. On May-mid, he unloaded some ply board worth Rs.20000 at the work site and said that the rest of the materials are on the way and the work will start in one week. But that was only an eyewash. Nothing has happened since then. Now, he seldom picks up the call. I came to know that his two shops in Trivandrum are shut. Now, he says that he has no funds with him right now to carry on the work and he needs more time. I do not trust him anymore and want the agreement to be canceled and get my advance money back. What should I do? Please advice me.
