Sir My car is parked at my house and my neighbor had thrown a stone on it he drunk. I have a CCTV camera and he has been captured. I have complained to the police they just gave NC and said go to court he has spoken plenty of abuse words and threaten to life and my vehicle is damaged

You can file private complaint under section 200 of CrPC as police are busy and they might not have time to deal with your case. Use NC and go to Magistrate.
