Hello Ma'am If the Police officials are not taking proper action and are biased towards the accused, then you could write a letter to the senior officials of the police department including SP, DIG to look into the matter. Arrest depends on many aspects and not just upon the wish of the complainant. In any case if you feel that the police is not taking appropriate action then write a letter describing the problems to higher police authorities and even then if no result is seen then file a writ application before the High Court for police inaction. Please contact a lawyer who can draft the letters for you.
