Long Time Mental And Physical Harassment By A Bad Neighbour

I am 35 years old unmarried, unemployed man. I stay with my 70 years old father. My mother passed away 10 years ago. A bad man aged 32 regularly harasses me as he is a sadist. He beats his mother, wife, and that is not my concern. Police in my town don't care even for murder cases, and I am sure they won't file complain If I say that: 1- He tries to open my pant in public, 2-extorts money during pujas, 3- speaks about having sex with my wife if I get married in future, in front of other boys. (You can see how much bad I feel when he says these things, but as he is double my size and his family has more members, I can't do anything, but tolerate. My father suffers from various diseases and I can't leave him for a job. I suffer from stage 4 baldness. My uncles are bad guys. I am worried about my future. And this guy is making my life hell. I can't file police complain that he touched my genitals, told me that he will sleep with my wife, as I will become a laughing stock among others.
