My College Has Lost My Certificates & Not Ready To Accept It, What Should I Do.

Hi I am pursuing MBA from a Management Institute affiliated to Osmania University. I submitted all my original certificates (SSC, Intermediate, Degree, Income Certificate and Caste Certificate) to my college at the time of admission. Due to personal reasons I am willing to discontinue my MBA. Hence I requested my college to release my certificates and they asked me to clear the pending fees. I am a scholarship student but because I was willing to discontinue I was asked to pay the second year fees. I told them I'll pay the fees once I get to see my certificates but they kept on asking to pay the fees first then the certificates. Now it's been more than 6 months I have been chasing the management for my certificates, earlier they said they are looking for my file & after a month they were still looking for file & now all they have to say is that they are unable to find my file, my certificates. They say that there is nothing they could do they have to keep looking until they find it. How long should I have to wait & keep asking them for my certificates. There hasn't been a day in the last few months that I have not visited the office in search of my certificates. I am in a mental trauma now, what if they have misplaced or misused my certificates. How am I going to retrieve my certificates. I had attended few interviews recently and offer letters are kept on hold just because I can't submit my certificates. How am I going to survive. This is a serious issue for me, mostly a matter of life and death, I am under mental distress. They don't even feel sorry for what's happening; they talk to me like they don't care about it anymore. The college is not ready to do anything about it; they are not willing to give any letter stating the loss of certificates for filing the FIR. I am being tortured mentally and physically by the management. I don't know what to do, where to go, whom to ask and who can help. All I need now is my certificates & hope someone could advise me or help me out on this issue. Please advise me or guide me through to get my certificates as I can't even bear all the expenses to get the certificates. Thanks in advance.
