My neighbor regularly harasses local housewives. He always tries to hit me with the bike and pushes me on the drain, or a short boundary wall fixed with nails on top (saying I am checking the sharpness of nails by shoving you on nails). He is a sadist. When he started abusing in my father's name I abused him back. Then his friend threatened me that "If you say anything to him, I will hit your leg with a stick". I am sure they can hit me if I protest harassment. He enjoys pulling down the pants of young boys, and their parents don't protest. My question is: If unable to tolerate his abuse, I abuse him back, and then his friend hits me, how can I file a police complaint if there is no serious physical injury, only minor scratches. There will be no eye-witness. And if I file a complaint, then they will take revenge against me by filing a fake complaint, or hitting me more. Not sure the police will give any importance to my case(which seems ordinary), while I am unable to live in this day-to-day harassment.

You should approach the Mahila Police Station and get the complainant registered. They will take care of the Complaint because hurting and hitting also include mental torture which is being faced and endured by the victim. If the matter becomes serious court will interfere. You can file complaint in police station under section 294, 323 of ipc . And if you want to file a case under section*Phone*Then you have to Specifically allege in the complaint that he tries to hit you with the bike With intention to kill you .

Dial 100 and complain to the police whenever he does anything of this sort. You can take those boys' parents into confidence and they can file a complaint against him as outraging anyone's modesty is a very serious offence.
