Getting Anonymous Calls From Private Number

Frequently I am receiving an anonymous call from a private number and china number, the caller didn't speak anything and all of the times I only said hello, hello. I didn't get any reply from another end, most of the time I'm just ignoring the calls, mostly calls coming in the midnight, and checked with true caller app which I got a call from china number It shows my friend's name and my friend's photo, but he is not aware of it and checked with him and I realize he didn't do that, how can file the police complaint. Please advise. Thanks in advance
