Well, first of all, legally individuals who are not covered under reservation for SC, ST and BC and whose family gross annual income if less than 8 Lakh is eligible for EWS quota, however, the State can impose certain other conditions too. In your case, according to you the condition of not having residential flat and a plot has been added. Since the residential house is in the name of your father you still are eligible, but in case it is an ancestral house and not self acquired you may have to check the extent of your share to be sure. Otherwise it doesn't effect you, if it is his self acquired house. For proper guidance you should provide the exact language of the document giving the condition.
