Do send a legal notice to the company flaming your outstanding amount. If they do not pay the outstanding amount despite service of the legal notice, file a complaint in the concerned labour court.

Yes...it's the default on the part of the company. They are duty bound to provide you with the salary as it is written in the offer letter also. You can always send them a legal notice about your grievances. In that legal notice you can write down that either provide the salary or face legal action which will be at your cost.
