Employers Not Providing Relieving Letter & Experience Letter

My current employer is denying to send me my relieving letter and experience letter even after serving the notice period. After resigning my manager called me who is also the co-founder of the company and asked me the reason for resigning, he also said that he heard I am leaving because of him so what went wrong. I told him that yes I heard certain things you have been talking about me at my back which I didn't like, then he asked me about the names of those colleagues to said these things to me which I denied. Now he is saying that he won't give me my documents until I tell him the names of those colleagues. I am feeling helpless and mentally harassed at work because I don't think this can be the reason for not giving someone's work-related documents. I have served for 2 years and if I don't get my documents my 2 years are wasted. Please assist.
