Not Getting New Electric Connection

My father had multiple electric connections in his name. His sencond wife and two daughters have used those connections after his death. Bills are not paid by them.I had spent the entire student life in hostel and the time of father's death i was still a student and had no idea about all these. I am not in a position to clear the outstanding bills. As i had not used the connections why should i pay the bills?? Now i am totally seperated from stepmother and stepsisters. I had built a new house and stay with my wife. But i am not getting new connection due to the old dues. What should i do??
