Employer Not Paying Salary

I worked for a company for 10 months from may 2019 to feb 2020 , ceo indirectly said that he is unable to pay salary , so i resigned from the job in feb , but now when i contact him regarding my salary he is always making excuses , but i heard from other co worker that he has paid them their salary. when other guy(who left 2 months ago) threatened him that he will take legal advice , the ceo said told him to take any legal action and hes not afraid , and im not going to give him any salary . I am worried and i need my salary as i am in URGENT need of money but he is making excuses.
