Non Issuance Of Promotion Orders

Sir our department has published a notification on newspaper to conduct type test for classivth employees of Accounts and treasuries department .after that call letter was published on official website and newspaper. Exam was conducted in the month of March 2018.on 27th of March our result was declared. After a gap of 4 MONTHS OUR DEPTT IS SAYING we dnt posts under promotion quota as it has been exceeded 9 years before. ONE OF THE IMPORTANT THING IS THAT OUR deptt has no recruitment rules they are saying we are adopting rules of another deptt in previous 2 type tests which is totally unjustified becouse if our depp has been following these rules how could posts under promotion quota got exceeded
