Privately Owned ISP Don't Want To Provide It's Service To Me

Hi, I Live in Bhadgaon and ISP is from Pachora which 13km away from Pachora. I don't know whether they have taken franchisee of my town or not! I went to their office to take connection and asked for Speed test demo. they told me internet connection good at the moment, come tomorrow, we will show you. but they are niether shown speed test demo nor want to give their service to me!! it's only one fibre providing service in my town. please tell me, what can I do if they are not providing their service with intention? can I complaint somewhere about them or just sit silently and wait for another service to come in my town?
