i was working in psu, i resigned from psu on personal ground by giving 10 days notice, after 10th day i left from psu and joined a new state govt job, after one year i didn't suit with new job. My resignation was still not accepted in the old PSU and also i have not received any communication from HR Deptt of PSU so i applied for withdrawal of resignation on the same personal ground from psu after talking with the HR deptt of PSU , they considered my request and send me joining letter again, can i join the old PSU job again without any hurdle?

No. There are no chances of removing you since the PSU accepted you on duty without any condition. If the PSU issues any notice of termination, in future, you may approach the court for appropriate relief.

You can join but regarding ur continuity of service and ur monetary benefits depends on how they treated ur 1 yr absence..
