Salary Not Paid By The Employer From 4 Months

I am working for an education and training agency for since 2 years but since last 4 months my employer is not paying me my salary. I have given my resignation but my employer is asking me to serve the notice period of 1month. Since he hasn't payed my salary I don't want to work there for 1 more month since there's no logical point in working there. Is their any provision in payment of wages act that I can use and claim my salary without serving my notice period
