Not Getting Khata Transfer Document From Plot Owner, Purchased Plot On Oct2019

Purchased plot in Bangalore but the owner is not providing khata certificate till now, saying it will take more than a year. Registration is completed on October 2019, it's a resale plot. Is there any chance that maybe they can sell it to others. Took bank loan from ICICI bank. Please help me with what steps need to take here. First wanted to confirm whether they have sold it to others or not. If not, it's really taking more than a year to get khata transfer certificate.
