In such situations when there are internal clashes between neighbours, the best way is to resolve it internally only by gathering other neighbours and management together and putting verbal and emotional pressure to that family member by visiting their house all together and talking with them. As due to current prevailing pandemics situation, the problem you have described is commonly heard. So acting aggressively will not suffices your situation permanently. All together as per your description if they are on aggressive mode it may adversely furthermore. So my advice is try to resolve internally as described above after that you may go further legally. Please review my profile if you feel my suggestion suffices your requirement. You can even consult me personally for any further assistance. Good Luck.
