Gym And Party Hall On Terrace

I purchased an apartment in a three storey block consisting of six apartments. When I purchased it I was assured of unhindered access to the terrace. The builder now is constructing a party hall and a gym and is insisting on a hefty payment compulsarily. If one doesnt pay, then no access to terrace. Is this legal . Can I stop him legally from making the gym and terrace.
