Hi, You ought to have issued a legal notice to the landlord before vacating the premises but you can still issue a legal notice. However, if the money claims is a meager amount then you cannot institute a lawsuit otherwise you can institute a lawsuit. Also, put in bad reviews for the landlord since he did not perform his legal obligation. If You find this answer helpful please rate my answer.

Dear Sir, You can get issue a legal notice and just threaten that you will not allow any new tenant to enter until he pays your amount. give bad feed back to new prospective tenants or display such pamphlets in around the premises.
