Talk to your landlord regarding your concerns, Since you have already vacated your rental property. He must not go for litigation.

simply say him you are not entitled for rent so I will not pay

This is a pecuniary aspect and if he has his first liability to generate a legal agreement, before it he has no right to ask for rent. His first duty as well his first liability to maintain the agreement so he can demand rent.

he is giving me the reason that your luggage and belongings are still in the flat and that's why he asking for the rent.. is he right?

simply alam ji if your landlord disturb you , you can take legal action and you will be entitle for claim also .

I have paid the rent for April because my agreement was till 30th April...

In agreement and contract if verbally he accepted that you are vacating this flat, and during this pandemic situation, even you could not take out your luggage and belongings, even your landlord was not able to generate a new legal agreement. so neither a new agreement regenerated nor accepted so he has not any right to ask about any kind of rent. do you have any April transaction details

the lockdown started from 22nd March ..I left the flat on 21st march... I've paid the rent for April

till 30 th you paid your rent, 30 April was the last day of your possession, even lockdown had started from 22 March .
