Security Money Not Returned By P.G Owner And Her Husband

I had left the p.g on May 2020. I kept on calling the pg owner lady in the initial months but they kept on delaying every time and said she would pay it in the next month but it never happened. Then finally, one day after calling her numerous times she didn't pick up my calls and asked to call her husband. I rang him up n instead of returning the money he started putting silly excuses n started an argument and instead of getting my security amount of 3000 Rs. back he said I would get 2000 Rs. instead without stating a proper reason n said he would return it this year but till date, I did not receive the security money yet from them. How should I proceed with this matter?
