You need to send him notice seeking to vacate and hand over the premises and clear the dues pertaining to arrears of rent, electricity, maintenance etc. If he does not respond, you need to file suit for eviction seeking damages, mesne profits, damages and also litigation expenses. Inspite of serving summons in eviction suit filed by you, if he fails to respond, you can move another application before the court to break open the lock and take possession of premises and keep his belongings under safe custody after duly conducting panchanama in presence of police and court representative.
