Tenant Vacation During Lock-down

Writing to you about a unique situation where I had an agreement with my tenant (Bachelor Ladies) after a 2 month notice as per clause to vacate premised by the 30th of April. I am staying elsewhere at a very high rent and wanted to shift back to my property to avoid heavy cost since I am already loosing due to business loss due to the Covid situation. The Vacate Notice was discussed in Feb and was mutually agreed to vacate by 30th April. Now the Tenant is not in Mumbai and refusing to vacate and threatening us to complain about it. The tenant is also not allowing to inspect the premises and not giving clear communication and very contradictory in communication each time. We have always kept an open mind and have given them an assurance that we will mutually workout any means. The tenant has some of their personal stuff there and we have said that we wanted to move our stuff as we resolve. However, our pressing need was to move in there at the earliest by the 1st week of May.
