Hello Sir As the owner of the property is changed you need to enter into a new agreement with the new owner in order to continuing stay in that property. Also the new owner cannot order you to evict the property. He need to prior give you a notice and giving you sufficient time to evict the property. no, Dont Pay Rent To the Rent Controller, first make a new agreement with the new owner. you are paying rent according to the previous aggreement. how will you prove that you are giving rent to new owner. always take receipt of paying rent otherwise pay online and mention there "paying rent"
