1. Yes, She has right to File complain any where. 2. Issue her notice through lawyer demanding your money and if she refused to pay then File Money RECOVERY SUIT IN COURT through lawyer to recover money.
If you have gone through a settlement deed that was signed and executed then she can't backfoot on the conditions written in the deed. But even if she chooses not to come on the second motion then she has to return all the alimony given at the time of first motion else you will have the liberty to file a recovery suit against her on the basis of that settlement deed.
