1. You may file complaint with Higher Authorities. 2. You may approach local MLA /MP and request them to get the road repaired. 3. If you have money file a PIL in High Court.
U need not file RTI application.. Straight away u send a complaint to District Collector through Registered post with AD.. If no follow-up action within 1 month, you can file a writ petition in High court seeking consideration of your complaint within a time frame..

Normally PWD Dept won't make roads.. Either Municipal / Local authorities or Highway dept make roads.. verify and complaint to the correct office
