talk to HR team of your office.

Make a complaint to the Head of the department. Borrowing is a misconduct under most of the service rules.

and for recovery at least minimum 5000 case value is required

try to convince him to paid dues or tell to your boss because legal cost comes more than your money.

send him legal notice

issue him legal notice through advocate for the same.
