Money Fraud

I paid a property dealer in cash for buying land. He did not give me a receipt at that very point. He asked that he will give it later. Since he was a person I knew, I agreed with what he said. However, later he denied the fact that I have paid him the amount. Now he is neither accepting the fact that he has received the money nor is he giving the money back. What all legal options do I have to tackle this.
