Help Regarding Relationship Issue

A person I know was in love with a girl from Andhra Pradesh. He was the one who fell in love with a girl and he tried for a few years to win her love. He wanted to marry her. Once she started loving him, their relationship went fine for a few days. But the guy slowly started realizing that she is not the one he can live with. He tried to explain to her that they cannot live happily if they get married. But the girl can not understand him as she thinks he is trying to cheat on her. They never had sex but they got naked and kissed each other. Later the same day, the guy told her that he could not make love to her as he felt a little Emotional gap between each other. Now the girl thinks he is cheating and says he only wanted to use her and cheat on her even though it is not exactly true. Now, is this wrong according to the law? Is it against the law just because the girl thinks he cheated on her even though he tried to explain to her several times why their relationship won't work?
