Sexual Harassment Against Women

Suppose a girl's engagement has broken once. Afterward, if the girl has said NO to me related to marriage then commenting on her engagement may be intruding in private affairs and sexual harassment against women. But if the girl is saying NO and her father is still contacting me for marriage, then commenting on her past engagement that it has broken once having a psychological effect, counts as sexual harassment against women or not.
