Acquiring PetShop License For My Online Marketplace

I am an individual with a goal to startup my business online. I want to make a marketplace for registered sellers and breeders with compliance with the rules provided. But the law is very unclear it states any online platform involving the sale of pets will be considered as Pet shop & should be registered with the State Board of Animals Welfare but the form provided is for the physical store and the details asked are also for a physical store like land, ventilation, fire protection, etc. So how should I register my pet shop license as I will not be selling or purchasing pets, sellers on the platform will do so. I am going to charge them on the basis of the commission. I am hoping to find my answer here and if it's possible then do further process. I have referred "The Prevention of Cruelty to Animals (Pet Shop) Rules, 2018". So how should I obtain my license?
