Hi, From your points it appears that child from second marriage is getting appointed in compassionate appointment. Company policy and application process are the determinants in case of such employment. You can complain to the higher authorities but if your sister is younger and your father was the only earning member then it is likely she will get appointed. But its mostly on the basis of if he was the only earning member who were dependent on these earning etc. Also father can't give compassionate job as it is given after death of an employee.
